Title: Is there a carb bowl vent hose?

When I look at my carb on my Xciting 500 there's a little hose seems to come out of the bowl area and loops up over the top of the carb and just stops in the open air.  It's maybe 5 or 6 inches long.  Is that right, you think?  Do you think it's been disconnected from where it should really go? 

I really can't tell from the schematic diagram what's what. 

I am the second owner of this scooter.

That is probably the drain hose.  There is usually a screw that you loosen to drain the bowl.  That hose is there so you can put it in some sort of a container to collect the fuel when it flows out.

THAT HOSE SHOULD BE LOCATED NEAR THE BOTTOM OF THE CARB  :)

..exactly...carb drain....the screw is on the lower left front of your carb...
