Title: How to remove "Upper Leg Shield"

I'm referring to the plastic body part that has the ignition switch in it. Has anyone had that off and if so, what else has to come off before that does? The on-line service manual is so vague it's of no help to me. Thanks in advance for any help/tips.

I have the cyclepedia manual and it is vague also.
