I have the feeling that my xciting 250 goes slower than it should .
The speedometer marks 130km/h as maximum speed I can go(almost at 8500 revs per minute) however the gps says its 110km/h real.
I was wondering if perhaps the rollers need to be replaced? And every how many Km the should be replaced?

No previous speed I know since I bought the scooter in this condition.
What made me thought was, seeing the exact same model in the hightway cruising faster than I could!

I purchased mine with similar mileage. My GPS verified top speed was similar. I gained only a little by changing the rollers. . But when I recently changed the belt, my top speed is now GPS verified at around 80 mph(130kph) . But more significantly, my rpm's decreased at nearly all speeds. So I can now cruise at 65 at around 7000 rpm. And 70 at 7500. That's consistent with what I'm reading from other 250 Xciting owners and test information.

If belt is worn. ...speed drops some, yes.

It sure did with mine. My fuel mileage increased significantly too.

If your ACTUAL top speed is 110 kph (68mph), I recommend changing the belt whether it LOOKS good or not. I read that sometimes they stretch. So they might be the correct width, but the extra length will lower your top speed and raise the rpm's throughout the entire range. Might as well change the rollers too while you are in there. As I stated earlier, my scooter had similar mileage as yours when I bought it. And about 1500 miles later, my belt broke suddenly and without warning.
When I replaced it, my top speed increased to nearly 80 mph. With the original belt and rollers, it was about 71 mph at approximately 8500 rpm with the engine rev limiter kicking in. Now it is only limited by wind and road resistance. The rpm's are about 8300 at max speed. By the way, my speeds are GPS verified. My speedometer is also slightly off. When it reads 70 mph, I'm actually doing 66-67 mph.

Oh, now I can do nearly 70 at 7500 rpm. I did end up going with SLIGHTLY heavier weights too, but that only raised my top speed minimally. I went with 23 grams. But they were too heavy. So I am using a mixture of 3 original 20.5 gram and 3 heavier 23 gram weights . That seems to be the sweet spot. But the GREATEST improvement came from replacing the belt.

By the way, what is the nut size that holds the variator? /clutch?

17mm if my memory is correct.

The old belt had 9900 km on it and it didn't look bad, how ever I can confirm that after replacing these two components my top speed has increased about 15-20 kph. All that was mentioned before by forbes user is exactly right and matches my readings too!
I'm happy with the improvement :) I'm guess that the belt stretched?!

The belt stretches and gets more narrow with wear. A narrow belt will not ride up as high on the front variator as it should, which limits it from riding as low on the rear pulley as it should. That limits the high (gear) of the scooter. Stretching does the same thing.
