I'm the proud new owner of an 2008 Agility 50. Can anyone give me any advice for a first time scooter owner. The dealer mentioned adding a windshield, but do they make that big a difference and is it something i can put on myself? What are some good websites with scooter accessories?

No we live about 2 hours south of Chicago but we are a diehard Cubs family

If you're two hours north of chicago, you're here in WI. Unhappily, you can be ticketed for having a passenger on a 50cc.
As for the windshield, it's up to you. I have safety glasses from work that hug the face and are great for keeping out wind from my eyes. I'm 6'2", so unless the windshield is really high, it's not going to do much for me, so I don't even think about it. I have a bit of wind resistance, though and, being over 200 pounds, it does have an effect on the speed I can attain.

Congrats on the new Kymco. I just bought one myself last week, a blue one. I'm 5-11 and 220 and I got 95 mpg on my first fill up. Definitely happy with that. I really like the backrest on this model.
