Too bad that American urban areas can't figure out what European cities have: scooters are not only a more efficient mode of travel, they will also free up the congestion on the street for other vehicles and pedestrians. I would love to see this happen in America. Great video, Stig.

The first thought that crossed my mind is "theft".
In the US theft is about the same as adultery. Either one could get you killed but too many people do it.

I don't know about ALL cities in the US but a scooter parked in NYC will last as long as a twenty dollar bill.

Yep, theft here is horrendous, we are mush too easy on criminals.

That is exactly the problem
Italy:
The minimum age for crime responsibility is 14. For murder, a person is imprisoned for a period not less than 21 years. For robbery, a person is placed in prison for 3-10 years and fined. For theft, a person is placed in prison for up to three years and faces a big fine.

Spain:
Serious penalties
These include the most serious offences (delitos) involving significant amounts of harm or threat against the person (murder or manslaughter), property (thefts committed under certain circumstances), national security, drug trafficking etc. Penalties consist of:

Jail terms exceeding three years.
Suspension of employment or public occupation for more than three years.
Loss of a driver’s license for more than six years.
Loss of weapon’s license for more than six years.
Prohibition from visiting or living in specific places for three years or more.


USA:
First and foremost, the type and value of property stolen will typically determine whether minor (misdemeanor) or major (felony) charges are brought. In cases where property of relatively low value is stolen, petty or petit theft charges may result.
