I got carb all cleaned up nice, put it back together, and was thinking it would start. I don't have battery yet, so I was using the kick starter. I know to apply the rear brakes, had ignition switch on, kill switch on, scooter on the center stand, and started kicking, nothing. I checked the carb drain for fuel and no fuel. Fuel tank has gas, but won't flow out to carb.
I looked around a little and know there is some sort of fuel tank vacuum value that closes the fuel tank if engine is not running.
So my question is, with the carb dry, will the kick starter pull enough vacuum to open the fuel tank? Maybe I will try filling the carb bowl with gas and try to kick start it. If it starts and runs just a little, then should have enough vacuum to open the fuel tank, if that's the issue.
I guess need to drain the tank anyway and make sure it's clean, but was really wanting to hear it run just a little.

Kick starting it should pull enough vacuum to open the petcock. You don't need to hold the brake for kick start, use that hand instead to plug the airbox inlet, this will cause more vacuum and free up a possibly stuck petcock. Pull the fuel line and vacuum line of the intake and carb, then suck on the vacuum line, fuel should flow out the fuel line. Sometimes it needs a strong pull to free up if the bikes been sitting.

OK, thanks for reply. Will try tomorrow. Yes, scooter has been sitting for awhile. I did try filling carb with gas, but no luck, I need to check for spark too. Thanks

Did the suction on the fuel tank vacuum line. Not great, but a little trickle of fuel started flowing. I think this issue is done. Still wont start, appears no spark. Guess I will do some research and start another thread. Cheers
