What is it and what country is this?

I'm a bit confused, the picture is a Honda NM4 Vultus (https://www.google.co.uk/?gws_rd=ssl#q=honda+nm4+vultus), but the video is a Kymco Xciting 400...?

The Vultus is nothing more than a Honda CTX with a batman makeover kit applied.
Then sold in small numbers at an utterly ridiculous price.
