I contacted the above link to see if it would fit my scoot and the gentleman said that I should keep my stock belt, thats its actually better than any aftermarket belt.

I appreciate his honesty, but how can that be?

Kymco already has top tier manufacturers like Bando or Mitsuboshi making their belts. Just sometimes people feel thrifty or adventurous and want to try others.

Me, always factory belts.

I agree, factory belt is perfect size every time. Gates belts vary in size even if it says the same size on the label. Gates even their premium belts slip a lot worse than stock belt. The service limit I think is. 17mm on the people 50 and I've had NEW Gates belts measure 17mm!!!!!

mechanic says when he took apart my scoot to begin the work he noticed there was a lot of dust. After having put in my 70cc cylinder and variator he says something feels off.  According to him, it revs high but doesnt seem to go anywhere. thats why he assumes the belt is slipping.

any ideas of what else it could be?

Sounds like slipping. Have you installed a tighter torque spring to hold more tension on the belt? It's a must for 70cc kits.

Yeah, but stick with the factory belt from Kymco. You could spend a lot on a aftermarket belt that is worse than stock.
