My kymco moped ran out of gas and now it won't start. I had the headlight and the taillight on and then it started bogging down and now it won't start. I noticed that there was a lot of dirt and stuff in the gas tank and now when I try to start it won't start. I also have a dead battery so could this be a contributing factor?

It's not a mped. It's a scooter.
You can charge the battery, clean the fuel tank, and replace the fuel filter. It should start.

Without a good charge on the battery you may not be getting a good spark in addition to the comments above.

Couldn't I have a piece or dirt in the carb that got sucked in with the last amount of gas In it?

Yeah but I'm kinda on the fence... A little dark side to balance out the good.
To make this happen I had to sacrifice Blues bike. 3 days, and counting. It's the CDI Blue... Sorry.
