I think I've solved the issue with the vacuum forming in my gas tank.
Took a long look at the gas cap.....blowing in it, sucking on it (thanks neighbor kid!), took the gasket off and played with it.
Then re-routed the vent line which seemed to be pinched by the side panel & a screw nearby.
Then played with the one-way valve which has 3 hoses & is located mid-way between the tank neck and the charcoal cannister. There was no gas in the valve, but some oily water-like stuff. I blew in one nipple - the kid sucked on the other 2 and...Bob's Your Uncle! have not found a vaccum in the tank for a week now. Maybe it's fixed (or course, in the mean time I bought some lines and this valve - which is NOT avail. from any parts place I could find.) Keep it for a spare. Pretty sure I've never over-filled my tank to cause all this.

UPDATE:
Scoot is still vacuum free, but now noticed my gas can is forming a vacuum every few days.
Seriously.
So, thinking about drilling some holes in the bottom to help things vent properly. I'm not stupid - I will drain the metal can before drilling. (and IJD* - Colanders make lousy funnels)
*IJD= I Just Discovered.
