Hi so I think I'm going to be buying a used Kymco soon. It's going to be my first scooter, so I was wondering what exactly I have to do in terms of licensing/registration/the title/insurance and all that? I live in PA. I hope someone can help!

Which Kymco model (http://www.kymcousa.com/showroom/index_onroad.html)?
PennDOT (http://www.dmv.state.pa.us/centers/motorcycleCenter.shtml)
Foremost insurance (http://www.foremost.com/products/scooter/).

It's a Filly LX 50cc. D I need a motorcycle license? How do I get the title/registration in my name? What else do I have to do? I'm totally lost. :(

And an "askhole" . . your queries reflect very little effort to help yourself!
You will probably regret NOT selecting at least a 125cc scooter. Save up some money, take a motorcycle safety course (http://www.pamsp.com/), and reassess your options next spring.

that should get you going. Just follow the links and you should be fine.
