Some say that the whole engine or loosened to keep the valves on my lovely Kymco People S 251, is that true? My mechanic in Denmark therefore believe that it is very, very expensive to get asked valves? Should the engine almost loosened? is it true? Thanks in advance

It's unclear to me what you're asking, but here's some instructions that can show you what's involved in adjusting the valve clearance:

Thank you. Sorry that google is so bad to translate. I skurgte the entire engine had to get up / out to adjust the valves. My mechanic do it. However, this is fine

Better loose than tight, less power vs burnt valve / seat.

It can be tricky to get the cover off - helps if you have a helper. Put scooter on side stand and press down on the rear while assistant removes the cover. Not too bad a job once you do it once.
