Super 9 runs great but no power

Hey everyone, I'm working on a (new to me) super 9 2stroke liquid cooled,  I've just rebuilt the carb and did a new spark plug and battery.  Starts right up and idles nicely, but once you go to take off it has almost no power. On flat ground it can maybe get up to 10mph, on a hill you have to kick and help it along. Motor sounds fine though.  Does anyone think I should be looking at a CDI issue or a cvt problem?
 Should also note it is tough to push around not sure if that is normal. I can walk a full size motorcycle easier than this.

Do the wheels spin freely when off the ground?

The front does but the rear takes a lot of strength to turn it at all, not sure if that's normal on a cvt,

Would do a compression test. My guess is on a two stroke, worn out piston or rings or both.

Should not take a lot of strength to rotate rear tire up on the center stand.
I'd take a look in the CVT.....for a mouse nest....or?

This does not sound like a piston is blown. I'd check the CVT and the brake.
