Your extra water should not be the problem.

I would suggest you look at the rear brake....  Or is the tire dragging on the frame ?
If either is dragging, that would use power and might cause the engine to overheat.

The radiator cap may be bad and allowing coolant to flow into the overflow bottle.

My wife had a G-Vista 250 (no problems with it) and traded for a Suzuki Burgman 200 last September.
She & I are much more pleased with the Burgman:
    Antilock brakes,       fuel injection & 80 MPG
    room for 2 helmets under the seat.
and Handles much better than the GV.

It costs $5k US but worth it to us. 

So at least take a look at it and hopefully test ride.  There probably are a few last year models at some dealers.
I got my local dealer to search the area to see who had one.

You don't need to replace anything except the oil.  1 qt as I remember.
With no filter, I would change oil every 1000 miles.

The amount that you overfill and the design of the engine determine the ill effects.
Basically not much happens unless you add enough oil that the crankshaft hits the oil as it revolves on each stroke of the cylinders.
The crankshaft will  then cause the oil to froth and the lubrication capability of the oil will be degraded by the air entrapped in the froth.
Too much froth and the oil pump may quit pumping.  But usually that is pretty much extra oil.  The design of the crankshaft and the oil pan size and shape define the maximum oil level which is a lot more than the designated operating oil level.

But it is best to suck some out or remove it via the oil drain plug. 
Easiest may be to remove the spin-on oil filter (if that is what your bike uses)and drain the oil out of it.

Good introductory ride today.  Some initial comparisons:
Brakes are stronger (easier to apply).
Engine is smoother even at idle speed
Suspension is smoother
Center of gravity feels lower (the gas tank and the battery are both below the floorboards.)
Headlights are more intense (both bulbs ON for High beam)
Power is a bit less on take-offs
Windshield is more in the field of vision and not wavy-free
Dashboard meters are good, but I forget to turn off the turn signals, which I never did with the GV.
Once the engine gets about 100 miles on it, I'll ride it a bit harder.

Replaced it with a Burgman 200 yesteday. 
They delivered and it was too late to ride it, but I should get some time on it today.
No problems with the Grand Vista, but wanted ABS and fuel injection.

Manual is used and has some of our notes in it.

I have no answer, but a bit more information might help with a solution.
What does happen when you try to rev the engine without the brakes being applied  ?

Engine RPMs stay the same ?
Engine dies ?

As an '09, the tires are probably cracking and ready for replacement, if not already replaced.

Also, the battery may be original and may need replacement (mine is still working).

They are composite mirrors that join together at that line.
The purpose is to provide wider total view becasue the outer piece is at a wider angle than the inner piece of the mirror.

If it doesn't like to start cold but is ok when warmed, then the possibility is:
1.  the choke system isn't working, so clean the carb.  That also agress with the better starting using ether.
