Throttle Cable going?

When I am riding I notice that I seem to be at full throttle based on the tension but I can twist another quarter throttle with different more tension and I get a little more speed. Is this possibly the throttle cable stretching?

Yes. I would pull the carb end off, and twist the throttle while pulling the cable. You should feel NO resistance or binding. I've had several break because they frayed inside the sheath, and that is the way I would describe it acting before failure.

If you find no issue there check the carb linkage. Perhaps the mount is broken or the adjuster is simply loose.

Yes the plastics have to come off.
