I took the clutch and spring off. Pulley assembly still seems sticky even without tension. Looks like a new assembly is in order

My belt burnt up on my 06 exciting 250 with 12000km (7500mi) on it. I replaced it with a gates that was very tight to get on but said to fit my bike(may have been wrong size) It burnt up within 2 miles. Variator appears to be fine.  The clutch pulley seems to stick open 1/2" or so but can snap closed with help. I,m thinking the belts may have got stuck down low and burnt up. Shouldn,t this pulley fully close when not engaged?or is this normal? Other than that the clutch appears fine. I am putting a oem belt on it this time and don't want it to burn up.
