What is the float height? What should it be?

The open-close test is valid! However, the float height can really affect engine operation. It would have to be either too high or too low to be noticeable if the bike ran properly before something changed. So the big question is when was the last time it worked normally?

OK, we now know that we are dealing with a possible wide range of deterioration, a very old scoot and a suspected variety of previous owner-induced calamities. Since it quits when you open the throttle it is probably a fuel -air problem. The choke, I assume, is an electric by-starter. Is this correct? Is it a diaphragm type carb?

Makes no difference if the choke is new. Some have been defective out of the box. Recommend you test it.
