Position Lights

I just purchased a used 2012 Super 8 and noticed the two little bulbs inside the headlight housing.  After researching I found that they are "Position Lights", but neither of them are coming on.  The bulbs appear to be ok, don't look to be burned or broken.  Are these supposed to come on when the bike is running?  Thanks!!!
Looking forward to many miles scooting around town!

3 Steps to Super 8 Troubleshooting:

Step #1: Ask Vivo
Step #2: Ask Vivo again (He was out Scootin' or Fixin' during Step #1)
Step #3: Repeat Previous Steps

They are not wired to be on in the u.s.

If you follow the wire from you position lights, it just dead ends at a clip just before going into the steering column.  You can splice it into a live line if you want or connect a wire into the end of the clip and put it into a switch that is spliced into a live wire.

Is there anyone that has a picture of their work from completing the circuit for these position lights? I'm looking to tap in that brown wire to complete the circuit and i'd just like to see the best way it has been done.
