Title: Kymco Like 50 refuses to start

Hi
I have a Kymco 50 that is not really used very much.   So winter is over I want to start riding it but it will not start.
Before you ask.   Yes the Battery is charged up.
I have had the Sparkplug out and it sparks.  Petrol Flows to the Carb. andi it still doesnt start.
It has done 900 km in the last 12 months that I bought it,  but unfortunately the Kymco Agent has gone bust and there is no one locally who can check it out (I have found one shop but they were going to charge 100€ per hour to check it out )

So has anyone an Idea what I can check out next?  Battery is ok, Spark plug is ok,  Fuel is getting into the Carb.  I wonder if it is the Autochoke?   How can I test this?  Infact Where is it?
It is frustrating me completely.

 The carb jets may be clogged so that even if the fuel is getting to the carb no fuel is being atomized to fire the engine. Sooo any luck getting the scoot going?
