You need the remove the front pulley assembly. The belt can be removed without taking off the driven pulley. Insert a belt case cover bolt into a hole in the outer sheave. The Kymco / Cyclepedia manual show the correct hole. Tighten the bolt to open the driven pulley. The belt needs to drop around 3/4 in. into the driven pulley. This will allow enough slack to remove the belt.

My X-Town cap is key operated.

The mircofiche frame I attached is for a 2021 and up. So, if the poster orders the cap he would likely need a key. Not sure if any locksmith could cut one. If not the poster would need to purchase the entire lock set. PN prefix #35010

Part number should be 17620-ABD2-C00. This is for the cap alone, no keys. I believe it is cable operated to open?, maybe no keys required. If not and you need a key to match you would need to order a Lock Set which includes all items which require a key. Ignition switch, etc. PN 35010-ABD2-E00

If you plan to take the wheel/tire to an MC Shop or MC Accessory shop for them to patch, prepare to buy a new tire. Shops will not patch a tubeless MC tire as it is a liability and a risk that I would not take.

Set them at a fat .04mm as the manual says. I go with 2 thousands of an inch and let her rip.

The KYMCO part number is in fact: 31600-LDB5-E00. Suggested retail is 73.33 and most likely a dealer will charge freight. A dealer will need to contact Kymco to check on availability. Make sure that is the problem as electrical parts cannot be returned. Charge the battery first then load test it. Could be as simple as a bad battery.Start it and use a volt meter at the + & -, should charge at 14.5v at about 4-5K RPM. Should maintain 12.5v at idle.

Kymco makes engines and drive trains for Kawasaki ATVs, BMW 400, Suzuki (e.g. Burgman), and even Polaris. My Kymco 100 engine appears in the Kawasaki KFX90.  The source for all these engines is Kymco.

Kymco doesn't build for Suzuki or Polaris. (Unless they come to an agreement within the past 4 years.) The Kaw. Brute force 300, KFX 50 & 90 ATV's are essentially Kymco MXU270/300, Mongoose 50 & 90's under the Kaw designed plastic. They also have a few mod's Kaw requested. The BMW 650 Scooters do use a BMW designed motor and drive which is built in Taiwan, along with the GS650 motor. Never heard of a 400 built by Kymco. There are others they do business with, Arctic Cat, Tracker, etc.

For a dealer to make full margin on the sale, which is MAYBE, 10 to 12%, they need to recoup the destination charge (freight) which is around $400.00, Set up Fee which includes receiving the crate, uncrating, disposal of said crate, Assembly of the unit, Battery service, fluids check, nut and bolt check, fuel, oil, cleaning, all which is part of the PDI (Pre Delivery Inspection). Then there is Tax, DMV and Documentation fee. It doesn't apply in your case but, sometimes a dealer will try to recoup any Flooring charges that they have paid to the flooring bank. Although, most dealers consider this a a cost of doing business but it does take away from the bottom line quickly. Usually, most distributors give the dealer a Free Flooring period before the bank begins to charge the dealer interest on the units on the floor. So, you need to ask yourself, How much money are you going to allow the dealer (and the commissioned salesperson) to make or lose?

Pull the carb/intake manifold and look into the barrel. Rotate the crank till the piston is at BDC, if the cut out in the piston is still visible
 then that's your problem.
