Failed state inspection - rear tire worn slick - no idea how.  Replaced with City Grips front and rear, $140 from Amazon, $75 for local cycle shop in Virginia to put them on.
Passed inspection.  Legal at last!
So far: $500 for bike.  Replaced brake fluid, oil, rear hub oil, set valves, new Iridium plug.  Added mirror extenders so I can see behind me.  Additional $50 or so.
Back on road, got it up to 70 and there is still throttle left I think.  But not enough courage yet to go any faster....

Hoping to do Blue Ridge Parkway this summer.

A Kenda worn slick in 860 miles?
Rear tires wear first - of course. Odometer roll back, or disconnected speedo ??----or doing donuts on those chewy shell frag roads in Florida?

70MPH with "some throttle left" while still connected to the pavement is a new record for this scooter.
(The late Skeeter M. rode his over a cliff on the PCH, just south of the Big Sur, back in '13. Widow claims she heard him yell, "81 miles pahh….!" just before the end.)

In any event - glad you got it running good and are enjoying it.
It's a robust scooter, all in all.... and great fun to own.
What's the posted speed on the B.R. Pkway?

Stig´s concerns about a worn Kenda after "860" miles are legit.
My Kendas might have been good enough for 10.000 miles or even more.
I would love to see a picture of the thread of that "worn" tire.

What this genius state inspection "technician" eventually could have overlooked, is the fact, that the Kenda comes with no tread in the centerline right from the factory and brandnew...
