12v acc charge light stays on - Help

The other morning my scoot wouldn't start; it had rained and was cold
over the weekend so I chalked it up to the wet/cold because I have
gone over a weekend before with out using the scooter and it would
start on Monday no problem, and it wasn't as cold as other times when
it would start.
I jump started it with my car and all was ok.
When I got to work, after 10 mile/15-20 minute ride, I turned it off
and then tried to restart and it wouldn't start.
I bought a small charger to charge it during the day and overnight
(used company car to go home). The next day it started fine, went
home, turned it off and started it up and then this morning it
started fine also.

The thing is though the "cell phone" indicator light on the dash
stays on.

The charger I bought came with three ways to hook up to the battery;
alligator clips, permanent wiring to the battery posts, and a
cigarette lighter adapter.
I first hooked up the charger through the "cigarette lighter" 12v
acc. port since it was easiest, but then remembered as I had it
hooked up, that the key would have to be "on" all the while to charge
through that way because the port is only powered when the key is
on, but then the headlight and everything is on.
So I went alligator clips and charged it overnight.
It was when I was done charging and ready to use the scoot that I saw
the "cell phone" charging indicator light was staying on even with
nothing plugged into the port.

In the owners manual, it says "CAUTION: When engine is started or
during riding, if the charging idicator light does not go out, it
means that the charging is abnormal. Go to our service stations for
inspection."


I never use the 12v port so I don't really care about it, but I want
to know what went wrong that the light stays on.
Also, the 12v acc port still functions, my charging plug for my cell
phone "lights" up when plugged into it.

Any ideas/help?
