You don't say where you're calling from, but North American dealers derestrict before delivery.  Don't know about Germany or Netherlands though; everything is restricted over there!

..derestricting consists of removing any cdi inhibitors and replacing the drive boss...

..the driven pulleys on the Agilitys are not restricted..

..however, I have seen carburetors that don't have air mix screws...that kinda sucks, since it means you gotta mod the carb if you want to upgrade to an open air intake...
..every mod (action) necessitates a (reaction) mod..

My 2013 Agility's carb has a plug over the air mix screw that can be removed to gain access. But, the air mix screw is recessed in the hole & shaped like a 1/2 moon which makes adjusting it a bitch unless you have some kind of special tool.
My wife never asked, " can you make it go faster?" until we bought a 4 stroke Moped. My reply, "yes dear"

You can take care of this with a dremel cutting wheel. If you get that cap off you can just cut a slit in the "D" screw and boom, you have an adjustable mixture screw. Another important thing about the new agilitys is the intake manifold comes with a very very restrictive washer plugging it. You can just pull it out, make sure you have the de-restricted main jet installed for this though.
