New drive belt slow pull off

Hi guys, new to the forum. I brought a super 9 a/c 2003 2 months ago. Last week my belt shredded whilst driving around. Iv changed the belt (737 18 9)..
But now it seems to pull off slow, it used to pull off great but now its like i have to full throttle to even make it move. However once it gets going i still hit 40mph. Can anyone help me out with the problem

You have an assembly problem, I think. Was the belt forced down into the rear pulley as far as possible before you assembled the front pulley?

Also, is the new belt the stock Kymco belt for your scooter?
