Loose mirror arm on BET & WIN

The arm on my 2008 B&W is loose and I cannot find the place to tighten it. The arm has a rubber sleeve covering the adjustment site and I want to avoid having to cut it off to access any available parts. Any help would be appreciated

Just slide the sleave up. There is a lip that the rubber sleave sits in.
