I am sorry to respond so late!
How many miles on the bikes? the cylinders should last at least 100,000km+ with proper maintenance. are the plugs correct andnot fouled? it really sounds unlikely that 2 bikes have rear cylinder issues. are both bikes have sufficient coolant level?

It will be interesting to see how much extra power this engine can put out. it is already the highest 250cc vtwin out there the last time i checked.
you will need to open up the airbox some how to go up on idle jet, but the main jet is a easy fix, just lift out the baffles by 2 cm will give you the sound plus the near open exhaust to run larger main jets!

The chain might just need a good clean, how many on the clock? check that the plastic shock covers are not cracked or that the sound is not coming from the metal shock covers.

As long its not an engine issue should be ok, best way to tell is to cost in neutral. could be plastic or the wheel alignment plates are not tight. Chain and sprocket not a big deal, might just need to take out the chain slack. chain should have 2.5cm slack.
see if the sprocket are hooking or check if the chain tension adjuster is maxed out.

Hope you are having luck getting those saddle bags, the venox will need saddle bag support rails to fit saddle bags, otherwise you will see friction damage to the chrome and paint surfaces. you can order the saddle bags online at any domestic bike gear shop if local sources are hard to come by. when i was in EU louis was the go to online store.

We will get there, dont worry, when i was in Europe it got cold and still she fired up without hesitation. it was -5 i think.
check the spark plugs to see if it is wet after cranking. the bike was running when you bought it but now not at all, i do not believe its a big problem just something is off set. let me know what you think about transporting the bike over or something. keep in touch.

I dont believe the floats are off, so dont worry about them. when floats are off you usually get high rev problem or over flow problems.
Check list: are the plugs wet? you say you have new plugs in it so i would guess they are nice and white where the ceramic is.
If the plug is dry then... you might have not hooked up the fuel supply system up correctly. Check if you have fuel in the bows by releasing the drain screw.
remember the automatic fuel paddock runs on the vacuum port you must connect that for the fuel to flow to the bows.
1st make sure you are getting fuel to the engine. then we will figure it out from there. mare sure the idle mixture screw is set to factory setting. i have my vacuum gauge with me if you want to balance the cylinders after we get it up and running again.

BC as in Canada? because if you are then you are in luck! Read my posts when i was still living in Europe, just moved to Canada last year. all i need is a warm working place. if nothing is broken i will have her running. I am located in Coquitlam. If you bring the bike or pay for my travels i will be happy to help you out.
Does the carb look like it has been worked on before, and are you sure you put it back together correctly? are all the parts on the bike in factory orientation? but before you get all excited please order a new air filter if you do not know when the last time it was changed.

if it is then it should have a extra air filter, hopefully it is new in a bag.

This is one of them, i believe there are much more of them around.
I respect you for taking on the transmission, might want to check if the engine still turns over.
My old bike in mint condition is still for sale i think. Have to check with who i left her with.

How did it go?? I remember the air box on the venox is not the easiest to slide out of the frame.
but the idle mixture screws are easy to get to, now my shadow C2 single carb needs to take off the carb when ever i wanted to adjust the idle mixture screw. So in all its 1h to adjust even the slightest 1/8 turn, taking everything off the bike and putting it back together.

If i remember correctly there is one around the air filter extension side of the airbox and one right under the airbox body. that tube is not of heat resistant material so it should connect to a non-metal surface.

The one on the left is really connected under the main air box body, you kind of have to remover the airbox to secure it back on, i would not start the bike until that hole is plugged buddy.

airbox, should be at a lower location to catch the spit back from the carb and moisture.
